How to get Barangay Clearance – Requirements and Procedure

In this post, we are sharing about the tips on how to get a Barangay Clearance in the Philippines including the complete requirements and procedure. This document is issued in the Barangay Hall or Municipal Office of the town of the requesting applicant. It will be helpful if you know the steps and documents required before you apply for this certificate.

What is Barangay Clearance?

Barangay Clearance is a document certifying that the applicant is of good moral character of a given town or barangay. It also proves that the person has no bad records or immoral background. The certificate confirms that the person stated has a good standing as a resident of the barangay.

Why Do You Need a Barangay Clearance?

This certificate is usually requested for employment requirements, ID application, supporting documents in application to government agencies, supporting documents to medical certificates, Affidavits, and whenever any office requests or requires it.

The certificate is signed by the Barangay Captain. Stamped and sealed with the official Barangay Seal. It has the following phrases:

This is to certify that (name of person) is personally known to me and known to be a person of good moral character and reputation. It is further certified that the subject person has never been convicted at any crime nor has any pending case filed against him/her in any court of justice in the municipality.

Barangay Clearance Requirements:

  • Recent Cedula (Community Tax Certificate)
  • Application Form
  • Application Fee (price vary depending on the Barangay)
  • Valid ID

Procedures How to Get a Barangay Clearance:

Step 1:

Go to the Barangay Hall or Municipal Office and tell the officer you will need a Barangay Clearance. They will ask you for what purpose you will use it so you must tell them the reasons – employment, ID requirement, Police Clearance requirement, Postal ID, Affidavits, etc.

Step 2:

Provide your Community Tax Certificate (Cedula). If you don’t have one yet, you can just get one at the Barangay office, too. Note that each community tax certificate charges a specific fee for each applicant.

Step 3:

Pay the necessary fee for the issuance of your Barangay Clearance. Keep the receipt for the claiming of your certificate.

Step 4:

Claim your clearance. They will usually release it in a few minutes depending on the number of applicants and documentations at the Office of the Barangay Captain.

Does Barangay Clearance Have Expiration Date?

This document has no expiration date or validity period. However, requesting companies always require and prefer a newly issued clearance. They always prefer a certificate that has been issued in the last 6 months for job application, business registration, other clearances, and government documentation matters.

I suggest you always bring the original certificate and prepare for some photocopies.

Note that Barangay Clearance is different from NBI Clearance and Police Clearance. If you need the other documents, you must apply for them separately. They also have different requirements and they are applied at their respective offices.

  1. Yes.. Hello po ask ko lng po kung pwede ako kumuha dito sa butuan city ng brgy. Clearance then police clearance need ko po kc dito sa work ko. Kc di daw po ako mkaka kuha kc di nman ako butante dito.. Taga bikol po ako so uwi pa pla ako sa bikol para sa brgy. Clearance at police clearance lng? Kumusta nman sa pamasahe nyan balikan ang hard nman nila

  3. isa po akong barangay secretary at nakasanayan na po sa aming barangay na kung sino ang kumukuha ng barangay clearance ay yung kumuha mismo ng clearance ang nagpapapirma nito nag object po yung kumuha at dapat daw ay ang secretary ang gumagawa ng pagpapirma,,alin po ba ang tama ang secretary ang magpapapirma o yung mismong kumuha ang magpapapima nito?

  4. Tanong ko lang po
    17 palang po ako tapos at magpapagawa ng police clearance pang enroll po
    So sabi nila kuha po ako ng cedula kahit 17 palang ako
    At tinanong ko yung payment area kung ilang babayaran ko eh 268 daw lahat damay ang police clearance at sedula at gulat ako pati mayors permit damay. Tama ba yun???

      • under the law, to establish a residence, you must have stayed there for at least straight six months. pero since hindi ito alam ng lahat ng Barangay officials, nakakalusot at nabibigyan kahit mga bisita lang na wala pang six months

  7. Hi. Kumuha po kasi ako ng Brgy Clearance sa SM aura. Need po kasi iyon for requirement for application of building permit. Hindi po agad binigay kasi po iinspect pa at tatawag lang po sila. Mga ilan days po kaya hihintayin namin for inspection at para makakuha na po kmi ng bgry clearance?

    • Ask ko lang po if pwede ba makakuha ng Barangay Clearance sa other barangay kasi nasa Cebu city po ako tas taga province ako..Pwede lang ba?

      • under the law, you are allowed to have more than 1 residences. so as long as you have stayed there for a few months, pwede ka kumuha diyan.

  8. I have this question. One of the requirements at the company I am recently hired at requires a barangay clearance but the problem is the barangay officials are requesting me to register first in the barangay in which I am not a resident (Renting temporarily). I can comply but I just reside in that barangay for just a month and the requirements for voter’s registration is 6 months residence of the said province, city, or barangay. I have to pass the barangay clearance immediately because there is a given deadline. How can I resolve this issue?

  9. My wife apply yesterday for a Brgy. clearance. The secretary said, she will not give her because, she never come to a Brgy. meeting (never somebody inform us, when there is a meeting) the next ist. she want, that my wife want to do community-work without payment in the Brgy. If she don’t do, she get no Brgy. clearance.Is this allowed to give her pressure about that? Please tell me, what we can do. My Wife need the clearance very fast for a passport.   10. Is it really necesarry to have a formal letter addressing to the Barangay Captain? Like a letter na requesting for a Barangay Clearance? Since dito samen, hinihingan ako as one the requirement daw para makakuha ng cedula and barangay clearance.

    I have question lng po OFW po kc ako. Gusto ko pong mag franchise ng sasakyan for PUV. Isa pong requirement is yong barangay certificate po. pwede po ba akong makakuha non kahit na OFW po ako. kailangan po kc para sa franchise yong barangay clearance. Anyways Thank you

  15. hi. good evening. may I ask, what section po nang r.a that states the qualifications of a resident to be issued for a barangay certificate? i have to ask po kasi I am almost 4 year resident of my barangay but the barangay secretary did not issue me a certificate of residency not until i present a proof that i am a registered voter of the said barangay. please help. thanks!

  17. Hi Fehl, I am planning to marry my Filipino fiancée in the Philippines later this year. However, she lives and works in Thailand. I am a British citizen living in the UK. I notice that the requirements for getting a marriage license are a Cedula and Barangay Clearance. My question is: can my fiancée obtain these documents if she is not currently resident in the Philippines? If not, I’m unsure how it would be possible for us to marry in the Philippines

    Is it still required that one must reside in a barlagay for 6 months prior to applying for barangay clearance?

    • kahit po hindi botante basta residente ng isang brgy at walang bad records,pending case or never been convicted at anycrime ay kelangang bigyan ng brgy clearance.

  20. Ako po ay nag-aaply ng brgy clearance for rsidential construction. Tama po ba na hingan ako ng bill of materials para ma-compute nila ang aking babayaran? Magkano po ba talaga ang barangay clearance?

      • Thank you for your reply. Tinanong ko po yung bayarin sa barangay clearance as 1 of the requirements in applying for building permits. Kasi po mas malaki pa po ang hinihingi ng barangay kumpara sa fees ng building permits. Bumabase po sila sa bill of materials. 1% ng Bill of materials ang Brgy. Clearance. Kung 2M ang bahay na ipapagawa mo ang Brgy. Clearance Fee ay Php 20,000.00 pesos. Kaya ko po tinatanong kung tama po ba yun at makatwiran?

      • Barangay po ang sumingil sa akin for getting barangay clearance. Ang fee nila ay 1% ng bill of materials. Lumalabas mas mahal pa ang barangay clearance fee kaysa sa building permit fee na binabayaran sa munisipyo.

  21. in our Barangay, the most difficult requirement is to get a clearance from the home owners association…by then you can obtain a barangay clearance…if you don’t pay your community dues…you cannot obtain a clearance from them….is this legal?

  22. thank you for the information. although i am having a problem with the chairman here in ortigas to sign my clearance. he believes that i am a liar and that i do not really live here. ive went there twice and talked on the phone twice but he still wont’t sign it even if i already invited him at our place to prove i really live in a condo. i have submitted all the required items, but still.

    • Me too ayaw din aqng bigyan ng brgy clearance need daw na dapat nakapangalan sakin ung unit sa condo.meron na nga aqng certification na galing sa mismong dmin ng building at kung kani kanino pa aq tinuturo totoo po bang 6months dapat ka nakatira dun sa lugar para mabigyan ka ng certification ng brgy. Paki check nmn sa brgy. San Antonio

Bkit po ganun ung isang kasama ko nakakuha ako hindi ei parehas lang naman po kaming hindi taga doon hindi din naman po siya botante doon .tama po bang maging registered voter muna sa barangay na kukuhanan ko ng brgy clearance.. They suggested that i have to transfer first my voters registration from pangasinan to cavite .. Is it right?

      • You mean permanent residence? Our barangay here in Santa Rosa, Laguna requires that he/she is a registered voter first. They also ask for the copy of previously issued barangay clearance from the place where the person permanently lives. Are those

  27. Hi.An official in our barangay required me to be a voter of the brgy. to get a clearance. I am just a resident thereof and a voter in the province. She further said that next time i will ask for a clearance they will not give me anymore. And the clearance has an expiration period of 3 months. My question is, what Law states the REQUIREMENTS of brgy.clearance application??t.y

    • Hi Jayson. I don’t know if there is an existing Law about the requirements of Barangay Clearance. I just got the copy of the requirements from our Barangay and our Barangay staff never told me anything about the voter thing. What if you’re not yet 18, shouldn’t they give you a clearance? That is kinda intriguing
