Who are Qualified to Become a Solo Parent?

According to Section 3 of R.A. 8972, a “solo parent” is a person who has been left with the child’s responsibility or care under any of the following qualifications:

  1. A woman who gives birth as a result of rape and other crimes against chastity even without a final conviction of the offender, provided that mother keeps and raises the child.
  2. Parent left solo or alone with the responsibility of parenthood due to the following circumstances:
    • Due to death of spouse
    • Spouse is detained or is serving sentence for a criminal conviction for at least one (1) year
    • Physical and / or mental incapacity of spouse as certified by a public medical practitioner
    • Legal separation or de facto separation from spouse for at least one (1) year, as long as he/she is entrusted with the custody of the children
    • Declaration of nullity or annulment of marriage as decreed by a court or by a church as long as he/she is entrusted with the custody of the children
  3. Unmarried mother/father who has preferred to keep and rear her/his child/children instead of having others care for them or give them up to a welfare institution
  4. Any other person who solely provides parental care and support to a child or children
  5. Any family member who assumes the responsibility of head of family as a result of the death, abandonment, disappearance or prolonged absence of the parents or solo parent

A change in the status of the solo parent claiming benefits under R.A. 8972 like when they no longer left alone with solo parenthood or solo responsibility with the child will terminate the benefits.

Similarly, the eligibility and solo parent privileges will also be cancelled when there is a new status of marriage or when the single parent got married.

Solo Parent ID Requirements:

  • Barangay Certification – you may get this certificate at your Barangay Hall. It is a proof that you are a resident of your barangay for at least 6 months
  • PSA Birth Certificate of your child
  • Income Tax Return (ITR) for employed and self-employed single parent o any necessary document as a proof of your financial status. You may also get a certification from your Barangay Treasurer or Municipal Treasurer indicating your income
  • Certification from Barangay Captain indicating your status as a solo parent
  • Application Form provided by the DSWD
  • Supporting documents such as Declaration of Nullity of Marriage, Certificate of No Marriage (CENOMAR), death certificate of spouse, or medical certificate as a proof of mental capacity if incapacitated

How to Apply for a Solo Parent ID in 2024:

  1. Gather the Documents Required for Solo Parent
  2. Fill Out Solo Parent ID Application Form
  3. Submit your Documents at the DSWD Office in your LGU or Region
  4. Pay the Necessary Fees
  5. Wait for 30 days for your assessment and evaluation
  6. Claim your Solo Parent ID at the DSWD

Releasing of Solo Parent ID in the Philippines

How long do you need to wait for the ID to be released or how many days will DSWD release the solo parent ID? According to the Department of Social Welfare and Development, the solo parent ID will be issued after 30 days from the date of filing. Wonder why? Because the Social Worker needs to complete the assessment and evaluation of the solo parent application.

Validity and Expiration of Solo Parent ID

The ID card will be valid for one year and so are the benefits attached to it.

Solo Parent ID Renewal

Once expired, you can renew your solo parent ID at the DSWD office on your municipal or LGU office. Bring the required documents and fill out the application form correctly.

Solo Parent ID Benefits:

  • Additional 7 days of vacation leave from work
  • Comprehensive help package for a solo parent whose income falls below poverty threshold as set by NEDA (National Economic and Development Authority)
  • Psychological assistance
  • Family protection assistance
  • Educational Assistance from other government agencies such as DepEd, CHED, and TESDA.

Note that the additional 7 days of vacation leave from work are provided every year. In addition, the solo parent must be working with their employer for at least one year before availing this benefit.

Vacation leaves are also non-cumulative and not convertible to cash. Granting the 7-day additional leave is on top of the 3-day special leave and other mandatory leave benefits.

Single parents can also avail the parental leaves following the reasons below:

  • Attend to personal milestones of a child such as birthday communion, graduation and other similar events
  • Perform parental obligations such as enrollment and attendance in school programs, PTA meetings and the like
  • Attend to medical, social, spiritual and recreational needs of the child
  • Oher similar circumstances necessary in the performance of parental duties and responsibilities where physical presence of the parent is required

DSWD added that the head of agency or office concerned may determine whether granting of parental leave is proper or may conduct the necessary investigation to ascertain if grounds for termination of the privilege exist.

How to Avail the Comprehensive Help Package for Solo Parents?

If the solo parent falls below poverty threshold set by NEDA and assessed by the Social Worker in their area, he or she can apply for the comprehensive assistance package by inquiring directly at the following agencies:

  1. Health Services (DOH)
  2. Educational Services (CHED, TESDA)
  3. Housing Services (NHA)
  4. Parental Leave (Employer, DOLE, CSC)

Note that if the solo parent’s income falls above the poverty threshold, he or she can avail limited benefits such as flexible work schedule, parental leave and other benefits to be determined by the DSWD.

Discounts for Solo Parents in the Philippines

Some cities like Quezon City and Pampanga offer 20% discounts for solo parents. There is also a bill at the senate that aims to amend the Solo Parent Act. That being said, the bill aims to provide additional discounts and benefits for solo parents such as the following:

  • 10% discount from all purchases of clothing and clothing materials for the child for 2 years from child birth
  • 15% discount from all purchases of baby’s milk, food and food supplements
  • 15% discount from all purchases of medicines and other medical supplements / supplies for the child
  • Basic personal exemption from individual income tax

We are hoping that the amendment will be approved because it will surely add financial benefits to all solo parents.

  2. On PSE listed COs. there’s no DJIA (U.S.) equivalent here in the Philippines, is there? So, who adjusts & sets the share prices of Co. stocks during the trading day, as the Dow does it based on trading volumes during the course of the day in the U.S.?
