We can now authenticate our documents for Red Ribbon on some DFA regional offices. DFA announced they accept documents such as PSA Birth Certificate, CENOMAR, NBI Clearance, PRC documents, LTO licenses, CHED CAV, TESDA CAV, DepEd CAV, Affidavits and many more.
We’ve been to the DFA recently and we got the complete list of DFA authentication documents and requirements. See them posted below.
This is very convenient because we don’t need to go to DFA in Manila or DFA Aseana to do the processing and claiming of our Red Ribbon authenticated papers. Find out the procedures, requirements and fees below.

In case the document needs further verification, the applicant is advised to file at the Authentication Division, DFA Manila.
Important:
Before you sign the application form, double check your documents and certificates for any mistaken details or wrong entries because once you signed the form, you are confirming the accuracy of your documents being submitted for authentication.
Request for correction of entries on the Authentication Certificate must be brought to the attention of the Authentication Section of DFA within 24 hours upon receipt of the Authenticated Document.
Procedures How to Authenticate Documents in DFA:
- Fill up the application form correctly.
- Present your valid ID and photocopy of valid ID upon submission of your documents to the processing window.
- Pay the necessary processing fees (listed below)
- Return the duplicate copy of your OR (Official Receipt) to the processing window.
- Claim your authenticated documents on the release date by presenting the machine readable validated receipt at the Releasing Section.
DFA Authentication Fees:
- Regular Processing (4 working days) – P100 per document
- Expedite Processing (1 working day) – P200 per document
DFA Authentication Requirements:
For PSA Documents
- must be issued within 5 years only except for PSA CENOMAR (6 months) and PSA Advisory on Marriage (6 months).
- Certificates must be in security paper issued by PSA or must have been certified/authenticated by PSA
- Local Civil Registrar (LCR) copy of Marriage Certificate (on form 3A), Birth Certificate (on form 1A0 or Death Certificate (on form 2A) may be required in cases of entries from PSA is unreadable. If record is destroyed, request for a reconstructed copy.
For Diploma and TOR for College Level for Private School
- Documents must be issued within 5 years
- Request the following from your school:
- certified true copies of TOR, Diploma, Special Order and Letter of Confirmation
- 2×2 photo with name tag
- Submit the requirements mentioned to CHED Regional office and request for CAV
Diploma and TOR for College Level for State Colleges and Universities
- Documents must be issued within 5 years
- Request the following from your school:
- certified true copies of TOR, Diploma and CAV signed by the school/university registrar
TESDA Diploma and TOR
- Documents must be issued within 5 years
- Request the following from your school:
- certified true copies of TOR, Diploma, and Special Order
- 2×2 photo
- Submit the requirements mentioned to TESDA (Technical Education and Skills Development Authority) Regional Office and request for CAV
Form 137 and Diploma for Highschool and Elementary Level
- Documents must be issued within 5 years
- Request the following from your school:
- certified true copies of TOR, Diploma, School Principal’s certification, Division Superintendent’s endorsement to DepEd Regional Office
- Submit the requirements mentioned to DepEd Regional Office and request for CAV
Medical or AIDS Free certificate
- Must be issued within 6 months or depending on the validity stated on the certificate
- Must be authenticated by DOH (Department of Health). Applicable only for use to the following countries that requested the authentication:
- Spain, Palau, Libya, Oman, Cuba, Portugal, Greece, Cyprus and Angola. If not on the list, submit the same requirement stated
LTO Driver’s License Certification
- Must be issued within 5 years
- Applicant must first secure certification with receipt from LTO Main Branch
PRC Licenses, Board Certificate, Board Ratings, Certifications
- Must be issued within 5 years except for Certificate of Good Standing (6 months)
- Certified true copies must be authenticated by PRC except for Certificate of Good Standing which must be original
Certificate of Employment, Trainings, Seminars, Baptismal Certificate and other documents issued by a private entity
- Documents must be issued within a year
- Applicant must first secure an Affidavit stating necessary factual circumstances and indicating certificates as annex or attachment
- Affidavit must be notarized
Applicant must secure Certificate of Authority for a Notarial Act (CANA) signed by the Executive Judge or Vice Executive Judge from the RTC which issued the commission of the Notary Public.
Other Notarized Documents:
- Special Power of Attorney (SPA)
- Affidavit of Consent
- Support, Invitation, Guarantee/MOA etc.
After the document is notarized, secure Certificate of Authority for a Notarial Act (CANA) signed by the Executive Judge or Vice Executive Judge from the RTC which issued the commission of the Notary Public.
NBI Clearance Authentication
- must be issued within a year
- NBI Clearance for travel abroad purpose must be issued by the National Bureau of Investigation (Green)
Police Clearance Athentication
- Must be issued within 6 months or depending on the validity stated on the clearance
Police Clearance signed by the Chief of Police issued by the PNP in various police stations nationwide, may opt to secure police certification from Camp Crame (Directorate for Intelligence Clearance)
Barangay Clearance Certification
- Must be issued within 6 months or depending on the validity stated on the clearance/certification
Clearances issued by the barangay which has jurisdiction over the applicant’s residence and must have been authenticated by the Office of the Mayor which has jurisdiction over the barangay.
Foreign Documents
- Must be issued within 5 years
A Philippine Embassy or Phil. Consulate General in the country from where the document originated or by the said country’s Embassy or Consulate General based in the Philippines must have authenticated these documents
Note:
Majority of the documents are transmitted directly to DFA Aseana Authentication Section under new authentication procedure except for renewal or re-filing.

Can you authorize someone (regardless of affinity or relationship) to file or claim your documents for authentication on your behalf in the DFA?
Answer: Yes, DFA allows that provided your authorized representative submit the following:
- Authorization Letter of Special Power of Attorney from you
- Photocopy of your valid ID bearing your signature
- Your authorized representative’s ID photocopy (show the original too)
